Sandile Ngcobo, a 56-year-old jurist who studied law at Harvard and worked in a Philadelphia law firm, was named chief justice on Thursday. Mr. Ngcobo had already been serving on South Africa’s highest court, the Constitutional Court. He was appointed by President Jacob Zuma to succeed Pius Langa, who is retiring.
